Job Position Summary for Environmental Health and Safety Manager (MOC):

TheManager, Operations Compliance manages the environmental, health, safety and DOT compliance programs, in the Northwest US, based in Washington state, for the safe storage and handling of agricultural chemicals and fertilizers at facilities in Crop Production Services, Inc. This position is responsible for implementing technical and regulatory approaches using CPS policies and procedures and for managing environmental, health, safety and DOT issues with branch, division and corporate management. Essential Job Responsibilities

Regulatory Management:

  • Assist locations in understanding EHS, OSHA, DOT and DHS regulations and standards
  • Identify EHS, OSHA, DOT and DHS regulations applicable to materials and processes at CPS branches
  • Conduct company EHS compliance audits
  • Prepare and lead training meetings and train-the-trainer sessions
  • Assist facilities in understanding and implementing regulatory programs
  • Assist facilities during interaction with regulatory agencies
  • Keep apprised of federal, state and regional laws and regulations affecting facilities
  • Maintain working relationships with regulatory agencies

Safety Management:

  • Investigate incidents together with facility management such as injuries, vehicle accidents and property damage
  • Determine immediate and root cause of incidents
  • Oversee preparation of corrective action plans for each incident
  • Ensure timely notification is made to regulatory agencies and company management for incidents
  • Monitor facilities for unsafe work practices and unsafe work conditions

Environmental Management:

  • Respond and coordinate spill response efforts
  • Evaluate the operational practices at locations for environmental risk
  • Evaluate proposed acquisitions, leases and consignment facilities for safety and environmental risk
  • Work with division management to identify locations for new facilities
  • Assist the facility and Division management on construction projects
  • Work with Division management on environmental issues when closing or selling a facility
  • Assure preparation, submittal and maintenance of RMP/PSM plans
  • Assure preparation and submittal of annual reports such as SARA Tier II and Pesticide Production Reports
  • Assist facilities on waste management issues

DOT and Fleet Safety:

  • Assist facilities in implementing DOT and fleet safety programs such as driver qualification files and defensive driving training

Minimum Qualifications:

  • High school diploma required; Bachelor's degree in safety, environmental science or related field preferred
  • Professional certification (in safety or environmental field) preferred
  • Minimum of 5 years work experience in environmental, health and safety or related fields
  • Knowledge of federal and state laws and regulations including (but not limited) to OSHA, PSM, EPA, RMP, DHS, State Dept of Agriculture, State environmental and DOT agencies
  • Knowledge and experience of agricultural chemicals and fertilizers is desired
  • Strong verbal, written, analytical and persuasive skills and ability to interact with all levels of employees and management
  • Ability to speak in front of an audience and organize a supporting presentation
  • Computer literacy with proficiency in Microsoft Office programs including MS Word®, PowerPoint® and Excel®
  • Must be self–motivated and disciplined requiring little to no direct supervision, ability to concurrently deal with multiple projects and meet deadlines
  • Must have excellent organizational skills
  • Must exhibit well-developed verbal and written communication skills
  • Must be able to travel up to 65% of the time
  • Some international travel (Canada) is possible and the ability to travel to Canada strongly desired.
  • Must be able to type on a computer for extended periods of time
  • Must be able to lift 25 – 50 lbs., occasionally lift 51 to greater than 75 lbs.
  • Must be able to work outdoors in a wide range of temperatures and weather conditions
  • Must be able to operate in a drug-free workplace
  • Must be able to work around chemicals and wear personal protective equipment including nitrile gloves, tyvek suits, hardhat
  • Must be able to be certified by a physician as to fitness to wear a respirator
