Reporting to the Manager, Environment, Health, Safety and Security, the Emergency Response Coordinator is responsible is to lead, train, and develop the Mine Rescue, Emergency Response, and EOC Programs at VPO. They are responsible for ensuring Vanscoy Potash Operations (VPO) is prepared to response to an emergency safely and efficiently will well trained and competent responders and management aligned with our Wholesale requirements and the Acts and Regulations governing emergency response in Saskatchewan.

Key Tasks:

  • Responsible for the development of the VPO Emergency Preparedness strategy, which is consistent with Corporate Environment, Health and Safety Policy, the Emergency Preparedness Management Practice (EMS), and all Federal and Provincial legislation and regulations. Maintains and updates a First Line Emergency Response and Emergency Management System consistent with the corporate ER standard that safely and effectively mitigates unplanned events occurring on or involving Agrium’s VPO people and facility.
  • Manages/provides strategic direction to the Emergency Response System that has aover 80 members at VPO inclusive of Surface and Underground (UG) Responders.
  • Ensures annual simulations are designed and implemented to evaluate the sites ER capability to respond to emergency and crisis events. Innovation and creativity is required in the development of the simulations and training for the ER Team to ensure that they reflect the risk profile of the site and antivities. Assist with Emergency Preparedness Capital and manage the Expense budgets for VPO.
  • Develops and manages a comprehensive 5-year Emergency Preparedness Plan for VPO.
  • Develops, organizes, and or conducts annual (Basic ER, 40 hours Mine Rescue & SCBA and other training programs for emergency response teams for Surface & UG to maintain responder ER skills at required levels, as well as other specialized certified training.
  • Develops and presents annual training program for emergency management team (EOC). This includes Emergency Management Basic and Advanced, including site bases scenarios.
  • Manages the response status of VPO fixed and mobile emergency response equipment and facilities to ensure that emergencies are appropriately resourced.
  • Ensure the EOC, EOC Personnel and EOC documents are maintained in a continuous state of readiness 24/7/365.
  • Play a critical role in ensuring your own safety, but also the safety of others. You will have direct accountability for ensuring familiarity and demonstrating the Commitment to Zero policy, leading with a safety mindset and modeling the 3 Safety Principles, modelling the 10 Tenets of Operation and having your own personal safety action plan, and case for safety.

  • Sound understating of emergency response strategies and implementation practices for both UG and Surface.
  • Ability to be recognized and certified as an underground Mine Rescue trainer as per Saskatchewan regulations and to provide training to both surface and UG rescue teams.
  • Ability to teach the incident Command System and to train the EOC members.
  • Ability to design and execute practice drills to hone skills and identify opportunities for improvement.
  • Ability to work cross functionally and engage both surface and UG in program needs and balance these with operational needs.
  • Contribute to VPOs EHS&S program to prevent incidents and support continual improvement.
  • Contribute to the development and improvement to Health and Safety procedures, standards and programs across site.


  • College diploma in Health and Safety or relevant experience.
  • 8-15 years’ experience in a mining environment with a minimum of 5 years’ experience working UG.
  • Train the trainer (required).
  • UG Supervisory experience an asset.
  • Valid First Aid Certificate.
  • Ability to apply for Canadian Registered Safety Professional (CRSP) or must be willing to work towards it (asset).
  • Certified Mine Recue Coordinator an asset.
